Work passes for Singapore

Candidates often hear Work Permits called “NTC permit” or “PCM permit”. Both are Singapore Work Permits: NTC refers to workers from Non-Traditional Source countries such as India, and PCM refers to the Process, Construction and Marine shipyard sectors. The exact rules, salary thresholds and quotas are set by MOM and change from time to time — we will confirm the current requirements for your job.

Employment Pass

Also called: E Pass

Professionals, managers and executives

  • Job offer from a Singapore employer in a professional, managerial or executive role
  • Must meet MOM’s minimum qualifying salary and the COMPASS points framework
  • Usually needs a degree or an equivalent professional qualification

S Pass

Mid-level skilled staff such as technicians and supervisors

  • Must meet MOM’s minimum qualifying salary for S Pass
  • Degree, diploma or technical certificate plus relevant work experience
  • The employer’s S Pass quota and levy apply

Work Permit — NTC

Also called: NTC / NTS permit

Skilled and semi-skilled workers from India and other Non-Traditional Source countries

  • Construction, marine shipyard and process trades, and selected occupations in other sectors
  • Age, skills and experience requirements depend on the sector and job
  • The levy and security bond are the employer’s costs, not the worker’s

Work Permit — PCM

Also called: PCM permit

Workers in the Process, Construction and Marine shipyard sectors

  • Construction trades usually need a skills test at a BCA-approved overseas test centre before applying
  • First-time workers in these sectors attend MOM’s Settling-In Programme after arrival
  • Accommodation is arranged by the employer in approved housing

  • Educational certificates and experience letters for your trade or profession
  • Skills test certificate where the job requires one (for example, construction Work Permits)

What is an IPA letter?

The In-Principle Approval (IPA) letter is issued by MOM when a work pass application is approved. You need it to enter Singapore to start work.

Is work pass approval guaranteed?

No. MOM decides every application. DRP will never promise approval, and will keep you updated on your application at every stage.

Do I have to pay the Work Permit levy?

No. The levy and security bond are the employer’s costs under Singapore law. Any DRP service charge will be explained to you in writing before you proceed.

Does DRP guarantee a job or visa?

No recruitment agency can honestly guarantee a job, a visa or a salary — the final decision is made by the employer and the destination country’s authorities. We will be clear about where your application stands at every step.

What documents should I keep ready?

A valid passport (for overseas jobs), your CV, educational and experience certificates, and passport-size photographs. Each vacancy lists any additional requirements.
